Social Security affects different people at different times. While most people are generally aware of the rules involved in receiving Social Security Retirement, most do not understand what is involved in Social Security Disability (SSD) or Supplemental Security Income (SSI). SSD and SSI are federal programs available to assist those who are disabled and cannot work.

SSD is a program of benefits available to those who have previously been employed and have paid into the Social Security System for a certain number of years. Since the Reagan administration, it has been very difficult to qualify for these benefits. Many applicants are initially turned down and must hire an attorney to appeal this decision. A majority of appeals are successful in obtaining benefits for the applicant. The assets of applicants for SSD are irrelevant. It is referred to an a “non-means tested” program. Health benefits under this program are provided through Medicare after a statutory waiting period.

SSI is a program of benefits for disabled individuals who have not been previously employed to the extent that they qualify under the SSD rules. The SSI program has very strict limitations on the amount of assets and income of those who apply. It is a “means tested” program. Health benefits under SSI are provided through Medicaid.
